Minimum VMS Version for VS4000?

VMS 5.5 runs on the 4000 series. Its probably the lowest _practical_
version since most software is "5.x or later" on the market. I've got no
idea on the Oracle question.

Unrelated question: Does anyone know if the PL/I and APL implementations
for VMS were sublicensed from a third party or were they DEC originals? I
ask because I'm trying to get PAKs for both and while working through the
Compaq mess is slow if the original authors have a hobbiest program that
might be quicker.
