Digital Controls Inc. Training Cartridges?

In the process of going through stuff, I found some manuals that
apparently went with these cartridges. In the "Materials and Equipment
Needed", they make reference to a Digital Controls Learning Center. In
addition to the Center, the user needs a computer with the software (for
the program being taught) properly installed. It sure sounds like this
is some sort of teaching machine. Does this ring a bell with anyone?
