What are you doing with the head cleaner? Just spraying it in between the
keys?

What I have done with many commodore keyboards is to open them up (don't
lose the tiny screws) and clean the black rubber on each key with a q-tip
and isopropyl alcohol. I also clean the contacts on the circuit board.
Then put it back together, and it should work. I did this many times with
my original VIC-20 and with various PETs.
