Call for final Elf99 design input

Which is cheapest is the easy answer - the dual 4508 latches. Between
buffers, latches, etc, it's much less than $5 cost. The 1851 costs over
$10, dual 1852 I/O chips (another suggestion) are about $5 or $6 each.
The question is, is the flexibility (and possible scareness in the future)
worth $10 on the final cost?
