Getting rid of background programs in System 7.1.1

Well, they are either extensions or Contol Panels. Under the System folder
are two folders named "Extensions" and "Control Panels". Just drag the
apropriate icons out of those folders and restart.

The alternative is to install an extension/control panel combo called
"Extension Manager". It allows you to turn them on and off at will.
