ProDOS and DOS 3.3 are not interchangeable. If you want to copy files
from one to the other you need to use a utility like Copy ][+ which can
let you maintain disks formatted under both OSes.

Some people made utilities that let you access DOS 3.3 files from ProDOS,
like Beagle Bros.
