All 1631A and 1631D models shipped with the 2-channel scope feature. This
is what distinguished them from the 1630A and 1630D.

If your 1631D doesn't have the scope, either it has the wrong nameplate,
or someone removed the scope board. In the latter case, they should have
changed the firmware as well.

Does your 1631D have the BNC connectors on the front? Does it have
holes for them?
