It's now apparently Avanti's Lynx-LB tool:

They claim it now handles precharge logic, domino logic, etc. Sounds
pretty nice.

The input is a Spice netlist. Now we just need the step that transforms
the photomicrograph into the netlist. Oh, and a big pile of dead
presidents with which to buy Lynx-LB. :-)
