I want to thank both Wizard and Roger Merchberger for their help.

I tried that in many different ways - only during one of the 3 clicks
and during all three clicks. It did NOT work.

I also shifted to my wife's computer which is running Windows XP/IE.
I tried holding the SHIFT key down during "Save target as ..." and
that did NOT prevent the file from being expanded.

HOWEVER, under Windows XP/IE it DID result in the file being
downloaded CORRECTLY. The final expanded file was named
the same (it was still a ".gz" file), but the size and contents were
IDENTICAL to the original full size file of the CD image.

So, while I have a solution, it is definitely not a reasonable one.
But I guess I might conclude that Windows 98/Netscape 4.78
is NOT executing correctly if Windows XP/IE does download
the same file correctly.

By the way, I also attempted to download ".tar.Z" files and they
were done correctly under Windows 98/Netscape 4.78, so they
are not a problem. Does anyone know of any other ".gz" files
I could test with?

Any more suggestions? PLEASE!
