Anything special about converting VAX 11/780 to single phase?

While talking about splicing off a smaller wire from a larger one,
wouldn't the smaller branch require a separate fuse with a lower rating
to protect the thin wire in case of a short? And shouldn't this fuse be
placed where the smaller wire starts, at the place where the splice is?
