Alas yes.

IMHO the best HPIL implementation for a hacker is the one on the HP71B.
It lets you do all sorts of low-level things from BASIC. And HP71Bs are
pretty common in the UK...

If you're using an HP41, you _need_ at least one (and preferably both) of
the Extended I/O ROM and HPIL Development ROM. The firmware in the HP41
IL module is OK if you're just linking up one tape drive and/or 1 thermal
printer, but if you want to do anything else you need the extra ROMs.

I have the Portable Plus (and the 110, but anyway) and the Technical
Reference Manual. I think that manual gives some information on directly
talking to the HPIL chip (it's a normal 1LB3 of course) from assembly
language. Or maybe using the built-in ROM drivers to do odd things. I do
remember a seciton on using the HPIL other than for disks and printer.

I'll dig out that manual and take a look. I don't know how similar the
HP110 is, but it might be a start.
