Assuming it's a 99/4A, and you don't have any particular interest in an
Odyssey^2 or some Intellivision cartridges, I'd pass. If it's a 99/4
with the chicklet keys, before TI updated (and IIRC gave free
replacements for) the keyboards, I'd buy it. Since the seller mentioned
that his stuff had already been picked over, I doubt an original 99/4
would have survived. TI 99/4A's can be had around here (Kansas City
area) for $9.99 in thrift stores--it's one of the few things I still
see in the wild.
