You could pull the modules and use a multimeter or continuity tester.
Usually physical inspection is easier, though an electrical test will
be more reliable. I once had a wire-wrapped grant jumper in the
backplane go bad. I'm not sure if the problem was a break in the
conductor or a bad wrap, but it certainly looked like there was a
jumper.
