I am a big rsync fan. However, rsync is a bad choice for this for two
reasons....

1) rsync requires rsync to be installed on both sides. For various reasons
rsync is unlikely to be installed on bitsavers. But more importantly...

2) rsync works it's magic and speed savings by copying only the bits inside
each file which have changed. That is unlikely to be of any help when you
are dealing with static pdf files. If the file changes, it changes as a
whole, not just a portion of the file (unlike source code, html documents,
etc.).
