Yes. There was a design for an EHT probe like this in 'Television'
magazine a few years back. These EHT probes as just a high-value resistor
(a few hundred megohms) and a microammeter in series.

The main problem is keping the resistors well enough insulated. Remmeber
it has to stand 30kV or so.
