Correct. Not bidding == not manipulating the price.
That's akin to the state imprisoning you for tax evasion because you didn't
drive enough -- therefore didn't pay your road tax.
The 'ethics' pro and against in this matter is really summing up to a 'good
samaritan law" for auctioneers, which I've never seen.
