How different? The keyboard has different keycaps for the graphics
keypad but otherwise has the same switches in the same positions as a
2645A keyboard. So I'm thinking a 2645A keyboard may be functional,
quite possibly entirely so.

I'm thinking that (20 years ago) I was able to do some
mixing-and-matching of 2640B and 2645A keyboards and end up with
mostly usable terminals (there are some keys missing from the 2640B
keyboard so some 2645A functions were not available when it had the
2640B keyboard), and the 2645A and 2648A are more like each other than
they are the 2640B.
