At least one person in this discussion has said (rephrasing of my own
understanding - correct me if I got it wrong) "using an existing
channel is ok, trying to reach a stranger isn't".
This makes the actual behaviour that started this all off even fuzzier,
as it could be seen as either of those depending on how you squint your
mind - but the M100 list you mention is more definitely the former, and
that may make a difference.
But on the other hand, is there a difference between "hey, is foo69
here?" and looking at the list of who's here to see if foo69 is listed?
