I'd recommend EAGLE from www.cadsoftusa.com Free for non-commercial
use, and nominal for commercial use, and it runs on Linux, Windows, and
now OS X, from what I hear.
I just got 16 boards (2 8x10 sheets) for $115, including shipping, two
sided, plated holes.
