Data I/O Unisite 48 (or Unisite 40), because you don't have to have
various expansion packs for different kinds of devices, and it can
program everything but the earliest EPROMs (1701/2, 5203/4).
They cost a bazillion dollars new (over $10K), but can
be found used for under $200 from time to time.
