   I see them used pretty much anywhere "non-verbal" context or
connotation is needed. Some examples:

Unbridled joy:

<Special Ed>
   YAAYYYYY!
</Special Ed>


"I know I'm a god":

<Elvis>
   Thankya, thankya. Thank ya verra much.
</Elvis>


Extreme chastisement:

<Emily LaTella>
   Never mind
</Emily>

   All these examples are popular quotes, but there's also <rant>,
<quote> for long quoted passages, <beg>, <whine>, whatever.
