Slipping sticks

I found it! It was stuck in a box of Commodore 64 disks. Now, I have to find
out how to USE it... Oh, and it says it was made by Consice, Inc, and there's
no date to be found. It has a Caterpillar ad on the back side.
It doesn't look old at all!
