The modification presumably relates to the programs being configured to
access the appropriate UART registers to transmit and receive.For that
vintage I wouldn't expect it to respond to any sort of commands, much
less Hayes ones, or necessarily have any sort of autodial or autoanswer
capability.

There should be some way of switching between answer and originate
modes, switch or software, but that's about the only configuration
possible on a 300baud modem (apart from maybe a Bell/CCITT switch.)

Do you have a cable to go from the computer to the phone jack? I
suspect you will find that the modem just spits out what you send it -
try plugging it in along with a phone, dial a digit to get rid of the
dial tone and then fire up the program (or issue whatever command will
turn on the modem tone, toggle DTR or similar) and type away. You may
also find that jangling a bunch of keys in front of the mouthpiece will
generate suitable gibberish to verify the receive side is working.

Good luck trying to find another modem to talk to, there probably aren't
many out there that support Bell103 nowadays. I hope I've got this
right, it's been a long time since I had my home-made acoustically-
coupled modem!
