14 slot chassis needed for an isa/pci backplane

While we're on the topic of sbc/passive backplanes, can someone tell me if
you can run an sbc without the backplane, assuming it's got a disk controller
and whatever else you need on board? PRobably off topic, so private e-mail
is great.
