Actually the voltage rating on the fuses is the voltage it is safely
to break arc-over when fuse blows. Amp is amp on even 1v 1A fuse
will blow at 1A and only break appox 1V max when fuse opens
(imaginary). Go with 250V 2A fuse.

If your fuse blows instantly or glass looks black, mirror look on
fuse, you have a dead-short somewhere in your device, get your meter
out and find the shorted parts (resistance or diode mode, usually
diodes, transistors, rarely capacitor). Still clear fuse but blown
open is low resistance short.
