Strainge VAXserver 2000 card?

I'd guess it is the additional serial port card.
The complete kit would have a cable and a harmonica box,
to give an additional 8 serial lines.

If it boots VMS, you can look at a show device listing
to see if it shows an additional 8 TX(?) lines.
That would tell you for sure.
