Doesn't that apply to any SMPSU that's blown up. You get to replace most
of the parts on the primary side, and if you miss one, or don't find the
fault in some other section they all fail again at switch-on.

Yes, I do know to limit the current (the series lightbulb is useful
here...)_ but even so it's not uncommon for a lot of expensive new
silicon to fail at the first power-on.
