I know it existed in 2000. I suspect it has existed for many years
before then.

Rather than get into political debates, I'll just point out that this
whole discussion has NOTHING to do with the Patriot act. Export
controls have been in existence for decades. They will continue under
either party.

(You might look into which party was in power when the Clipper chip
debacle was underway.)
