  I think it may have more to do with forcing customers that use Windows to
use Lookout, Lookout Express or Internet Exploder to check their email
(can't use any other email client---it won't work) and blocking off outbound
port 25 connections (so you can probably check outside email accounts with
anything, but you can't *send* email since that port is blocked).
